Because nothing says 'fiscal responsibility' quite like throwing more money at a computer program that was probably already obsolete before it was installed.

Evidently, the genius minds on the Board believe that what our Sheriffs' Custody Operations really needed wasn't more boots on the ground or a common-sense approach to crime, but rather a digital facelift for their administrative backend. It's a classic move from the local political playbook: identify a complex problem, then propose a technological 'solution' that requires endless consultants, 'amendments,' and, of course, a never-ending stream of taxpayer cash.
