7/9/2026 · Inspired by Consider recommendations regarding an Award Contract to On Track Solutions, LLC for Construction Support Services on Project No. 720864 Santa Claus Lane Streetscape and Coastal Access Improvements Project, Phase 2, as follows: a) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with On Track Solutions, LLC, to provide construction support services during construction for the Santa Claus Lane Streetscape and Coastal Access Improvements Project - Phase 2, Project No. 720864, for the period of July 14, 2026, through June 30, 2028, in an amount not to exceed $109,501.60; b) Approve and authorize the Public Works Director, or designee, to make amendments to the Agreement for additional work in an amount not to exceed $10,950.00 as set forth in Exhibit B of the Agreement, for a total not-to-exceed contract amount of $120,451.60; c) Approve and authorize the Public Works Director, or designee, to amend the Agreement to extend the Term of the Agreement by up to one year to complete the work within the scope of the Agreement; and d) Consider the environmental effects of the project as shown in the Final Mitigated Negative Declaration (19NGD-00000-00005) dated September 16, 2019, adopted by the County of Santa Barbara on September 25, 2019, and find that pursuant to California Environmental Quality Act Guidelines section 15162, no substantial changes are proposed, and there are no substantial changes in circumstances or new information of substantial importance regarding significant impacts or feasibility of mitigation measures and alternative, and therefore approval of the Recommended Actions are within the scope of the Final Mitigated Negative Declaration (19NGD-00000-00005). via SB County Board of Supervisors

The Santa Barbara County Board of Supervisors, ever vigilant in their pursuit of spending taxpayer dollars on 'improvements,' recently greenlit another hefty chunk of change for the endlessly fascinating Santa Claus Lane. Agenda buffs might have spotted this delightful item, recommending over $120,000 for 'construction support services' for a project that, by all accounts, involves a few miles of road and some coastal access. One has to wonder, just how much 'support' does paving get these days? Are they providing emotional counseling for the asphalt, or perhaps artisanal coffee for the concrete?

This latest expenditure, awarded to the aptly named On Track Solutions, LLC, promises to keep the gravy train rolling until at least June 2028, with the usual Supervisors' special add-ons: a 10% contingency for 'additional work' and the option to extend the deal for another year. It's a classic tale of county government efficiency – why just build something when you can also pay someone six figures to 'support' the building of it, with plenty of room for cost overruns and timeline extensions? Our liberal overlords certainly know how to spread the wealth, as long as it's not actually *to* the taxpayers.

And let's not forget the environmental hoops! The Supervisors dutifully recirculated their 2019 'Mitigated Negative Declaration' from a half-decade ago, assuring everyone that absolutely nothing of ecological importance has changed since then. Because when you're spending over a hundred grand on consultants to supervise road work, the last thing you want is a fresh environmental review interrupting the revenue stream. It's almost as if these 'environmental considerations' are less about the environment and more about the paperwork, proving once again that government regulations mostly serve to line the pockets of those paid to navigate them.

So, while regular folks are still getting fleeced at the pump and struggling to afford rent, our esteemed Supervisors are ensuring that Santa Claus Lane gets all the 'support' it needs, and then some. It’s a good thing we have the budget for such critical oversight, especially when it comes with such a convenient five-year-old environmental rubber stamp.
