While global leaders (read: President Trump's team) are tackling actual crises, our esteemed Santa Barbara County Board of Supervisors is busy deciding the weighty matter of who gets to foot the bill for a World Cup viewing party. Yes, you read that right. According to their latest agenda item, a cool $3,762.00 of your hard-earned money is being 'ratified' and 'approved' for 'production services' for a First District shindig, lovingly described as essential for 'civic engagement' and 'community building.' One has to wonder: just how many artisanal flat whites and avocado toasts does it take to foster 'civic engagement' at a soccer game?

The bureaucracy, of course, is a marvel. First, they dip into the opaque 'Discretionary Funds held in Department 990 General Fund Committed Emerging Issues fund balance' – catchy, isn't it? Then, there's the inevitable 'Budget Revision Request No. 0011131' to shift funds around, all to make sure the populace can watch a ball being kicked. It’s almost as if the County has so much spare cash lying around from overtaxing its citizens that they're just looking for creative ways to spend it before anyone notices it could have been used for, say, actual infrastructure or keeping businesses from fleeing the state.

And let's not forget the legal gymnastics. The Supervisors dutifully found that this 'program is necessary to meet the social needs of the population' – because what's more socially crucial than watching soccer on a giant outdoor screen? And, naturally, it's not a 'project under the California Environmental Quality Act (CEQA),' because apparently, the environmental impact of a few hundred people watching a game is less significant than a new driveway. The layers of self-justification are truly a testament to local government's ability to turn a simple, privately funded social event into a taxpayer-backed 'essential service.' Next up, perhaps they'll fund interpretive dance recitals to promote 'inter-district synergy.'
