10/2/2026 · Inspired by “Consider recommendations regarding the Second Amendment to the Services Agreement with Crestwood Behavioral Health, Inc. for Champion Healing Center Mental Health Rehabilitation Center (MHRC) and Justice-Involved Conservatee (JIC) Services for Fiscal Years (FY) 2024-2028, as follows: a) Approve, ratify and authorize the Chair to execute a Second Amendment to the Agreement for Services of Independent Contractor (BC 24-119) with Crestwood Behavioral Health, Inc. (not a local vendor) to update certain standard provisions for compliance with State and federal requirements or to clarify the obligations of the parties; update general mental health services provisions; extend the JIC program from June 30, 2026, to June 30, 2027 to continue the minimum of four (4) additional beds for JIC program members for FY 2026-2027; with the flexibility to add two (2) additional MHRC beds when available; add a rate of $15.00 per member per day to cover ancillary services costs for uninsured members; and increase the contract amount by $1,181,800.00 for a revised, total maximum contract amount not to exceed $29,571,800.00, inclusive of $6,425,000.00 for FY 2024-2025, $7,790,000.00 for FY 2025-2026, $8,136,800.00 for FY 2026-2027, and $7,220,000.00 for FY 2027-2028, resulting in no change to the contract term of July 1, 2024, through June 30, 2028; and b) Determine that the above-recommended action is not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines sections 15378(b)(4), finding that the action is a governmental funding mechanism and/or fiscal activity that will not result in direct or indirect physical changes in the environment.” via SB County Board of Supervisors

The Santa Barbara County Board of Supervisors, in their infinite wisdom and boundless generosity with *your* money, just voted to funnel another $1.18 million into Crestwood Behavioral Health, Inc. Because what's another million or so when you're dealing with mental health, right? This isn't just about 'updating standard provisions'; it's about extending a program for 'Justice-Involved Conservatees' and adding more beds. Apparently, the county's progressive policies are so effective they need to expand their capacity to manage the 'justice-involved' population.

Never mind that Crestwood isn't even a local vendor – because why support local businesses when you can ship your taxpayer dollars out of the county? The Supervisors, bless their hearts, are so committed to helping the 'uninsured members' that they've tacked on a $15 per member, per day fee for 'ancillary services.' One can only imagine what these vital 'ancillary services' entail. Perhaps artisanal kale smoothies and crystal healing workshops to help the 'justice-involved' embrace their inner shaman.

In true bureaucratic fashion, this whole fiscal fiesta is deemed 'not a project that is subject to environmental review' because it's just 'governmental funding' that won't cause 'physical changes in the environment.' Apparently, millions of dollars changing hands and a growing population of 'conservatees' in state-funded facilities have no environmental impact. The only thing changing is the size of your tax bill and the ever-expanding reach of the county's benevolent hand, guiding us all toward a future where mental health is a growth industry.
