Santa Barbara County’s Board of Supervisors recently dedicated valuable public time to the thrilling bureaucratic gymnastics of re-assessing fees for the ‘Coastal Resources Mitigation Fund’ – specifically tied to the Santa Ynez Unit. For those of us who believe in things like 'transparency' and 'common sense,' this whole song and dance about 'mid-cycle fee reassessments' and 'revised allocation amounts' reeks less of environmental protection and more of a shell game where the only sure winner is the county's ever-expanding administrative apparatus. We’re talking about an obscure fund that somehow always needs more money, presumably to mitigate whatever vague 'coastal resources' they’ve decided need protecting from the very industry that keeps our county afloat, heating homes, and fueling transportation across this great nation.

While the Board deliberates on whether to nickel-and-dime local energy producers even further, they conveniently declare these actions 'exempt' from CEQA. That's right, the same California Environmental Quality Act that holds up countless private projects for years over a misplaced gnat, suddenly goes quiet when the county wants to quietly siphon more cash. It’s almost as if environmental regulations are only selectively applied, depending on whose pocket is getting lined. They're quick to pat themselves on the back for 'environmental protection' while simultaneously ensuring the money flows directly into a black box only they control, far from the pesky scrutiny of environmental review.

What’s truly being 'mitigated' here? The public’s ability to question where all this mitigation money actually goes. One wonders if these funds actually build new bird sanctuaries or if they just disappear into another slush fund for consultants, studies, and an ever-growing county payroll. Perhaps it's for 'studies' on how many more 'studies' are needed. It’s a perfect bureaucratic loop: create a problem, invent a 'fund' to solve it, then endlessly reassess fees to keep the fund flowing, all while conveniently sidestepping any real oversight. The Board, in their infinite wisdom, is simply ensuring that the gears of government grind on, fueled by the very industry they pretend to despise. Follow the money, folks – it usually ends up back in the government's coffers, not actually 'mitigating' anything but their own budget shortfalls.
