One has to wonder what gourmet delights justify $516,613 for three years of institutional chow, or if this is simply the latest example of public funds being shoveled out the door faster than a cafeteria tray.
The item, buried in the Board's agenda like a forgotten meatloaf, greenlights the contract and then, in a move that only government bureaucracy could invent, grants the Director of Behavioral Wellness the power to unilaterally mess with services, add more services, and even change program goals. All without bothering the Board for approval! It's almost as if they're saying, 'Here's half a million, go wild, just don't tell us what you're actually doing with it.' Transparency, folks, it's a moving target in Santa Barbara County.
But the real head-scratcher, and the true "Whipping Post Take" here, is the Board's determination that feeding potentially hundreds of people for three years is somehow not subject to environmental review under CEQA. Because apparently, the carbon footprint of a daily bread roll or the water usage for a thousand cups of instant coffee is just too insignificant for our overly concerned environmental watchdogs. Or perhaps they've already declared institutional food so bland and uninspiring that it couldn't possibly impact the environment, or anyone's appetite for that matter.
This isn't just about food; it's about the ever-expanding reach of unelected bureaucrats and the casual disregard for taxpayer dollars. While ordinary citizens navigate a labyrinth of permits for a shed, our Supervisors dish out half-million-dollar food contracts without even asking if the kitchen is energy efficient. It’s a classic case of "rules for thee, but not for well-connected contractors supplying vital government services through a bureaucratic maze." One can only hope the food is better than their oversight.
Then again, maybe it's a blessing in disguise. Imagine the environmental impact report for cafeteria food: 'Conclusion: Continued consumption of government-contracted bulk-produced victuals may lead to a measurable increase in general malaise and a significant decrease in local takeout orders.'
