Your esteemed Board of Supervisors just signed off on a delicious half-million-dollar food service contract for a psychiatric facility, but apparently, even soup doesn't warrant an environmental revie

6/4/2026 · Inspired by Consider recommendations regarding the Services Agreement with HumanGood NorCal dba Valle Verde for Food Services for Fiscal Years (FYs) 2026-2029, as follows: a) Approve and authorize the Chair to execute an Agreement for Services of Independent Contractor with HumanGood NorCal, dba Valle Verde (not a local vendor) for the provision of food services for the County Psychiatric Health Facility for a maximum contract amount not to exceed $516,613.00, inclusive of $167,200.00 for FY 2026-2027, $172,150.00 for FY 2027-2028, and $177,263.00 for FY 2028-2029, for the period of July 1, 2026 through June 30, 2029; b) Delegate to the Director of the Department of Behavioral Wellness or designee the authority to: i) suspend, delay, or interrupt services for convenience and make immaterial changes to the Agreement per Section 25 of the Agreement’s Standard Terms and Conditions; ii) add additional services per Section 3 of the Exhibit A-4; iii) amend the program goals, outcomes, and measures per Section 4 Goals, Outcomes and Measures of the Exhibit A-4; and iv) all without altering the maximum contract amount and without requiring the Board of Supervisors approval of an amendment of the Agreement, subject to the Board of Supervisors’ ability to rescind this delegated authority at any time; and c) Determine that the above-recommended actions are not a project that is subject to environmental review under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines section 15378(b)(4) and (b)(5) finding that the actions are governmental funding mechanisms and/or fiscal activities that will not result in direct or indirect physical changes in the environment. via SB County Board of Supervisors

Your perpetually bewildered Santa Barbara County Board of Supervisors, in their infinite wisdom and questionable culinary discernment, have rubber-stamped a whopping half-million-dollar deal with HumanGood NorCal dba Valle Verde – a non-local vendor, naturally – to feed the poor souls at the County Psychiatric Health Facility. One has to wonder what gourmet delights justify $516,613 for three years of institutional chow, or if this is simply the latest example of public funds being shoveled out the door faster than a cafeteria tray.

The item, buried in the Board's agenda like a forgotten meatloaf, greenlights the contract and then, in a move that only government bureaucracy could invent, grants the Director of Behavioral Wellness the power to unilaterally mess with services, add more services, and even change program goals. All without bothering the Board for approval! It's almost as if they're saying, 'Here's half a million, go wild, just don't tell us what you're actually doing with it.' Transparency, folks, it's a moving target in Santa Barbara County.

But the real head-scratcher, and the true "Whipping Post Take" here, is the Board's determination that feeding potentially hundreds of people for three years is somehow not subject to environmental review under CEQA. Because apparently, the carbon footprint of a daily bread roll or the water usage for a thousand cups of instant coffee is just too insignificant for our overly concerned environmental watchdogs. Or perhaps they've already declared institutional food so bland and uninspiring that it couldn't possibly impact the environment, or anyone's appetite for that matter.

This isn't just about food; it's about the ever-expanding reach of unelected bureaucrats and the casual disregard for taxpayer dollars. While ordinary citizens navigate a labyrinth of permits for a shed, our Supervisors dish out half-million-dollar food contracts without even asking if the kitchen is energy efficient. It’s a classic case of "rules for thee, but not for well-connected contractors supplying vital government services through a bureaucratic maze." One can only hope the food is better than their oversight.

Then again, maybe it's a blessing in disguise. Imagine the environmental impact report for cafeteria food: 'Conclusion: Continued consumption of government-contracted bulk-produced victuals may lead to a measurable increase in general malaise and a significant decrease in local takeout orders.'
