SUPERVISORS FLUSH CASH DOWN DRAIN ON 'DECOMMISSIONING' MYSTERY

It seems our perpetually baffled Board of Supervisors, doubling as the 'Laguna County Sanitation District' (because who needs efficient, single-purpose governance?), has found another ingenious way to spend taxpayer dollars. This week, they rubber-stamped a cool $1.4 million-plus contract to dismantle some 'legacy facilities' at a treatment plant. 'Legacy facilities' is, of course, bureaucratic jargon for 'something old we probably overspent on in the first place and now need to pay even more to make disappear.'

Naturally, this grand act of deconstruction comes with the usual Santa Barbara County fanfare: a categorical exemption from CEQA. Because nothing says 'environmentally sound' like demolishing infrastructure without public scrutiny. One has to wonder what exactly is being 'decommissioned' that it warrants a seven-figure demolition contract but zero environmental impact review, especially when local eco-activists usually lose their hemp shirts over a new garden shed. Perhaps it’s the Supervisors’ collective memory of fiscal responsibility they're trying to erase?

The contract, awarded to W.M. Lyles Co., includes a generous $75,000 contingency fund — for 'change orders,' they say. We say, that's just seed money for inevitable 'unforeseen conditions,' like finding out the 'legacy facilities' were built on a foundation of last year's unfunded mandates. It's a classic move: approve a hefty sum, then build in extra wiggle room for the inevitable cost overruns that magically appear. Meanwhile, regular folks are still trying to figure out where their property taxes went, and the Board of Supervisors is busy flushing public money down another drain.

But fear not, concerned citizens! Our Board determined this action is exempt because it’s merely 'replacement or reconstruction.' Just like your grandma's old rotary phone being replaced with a smartphone, except here, they’re paying someone millions to smash the rotary phone and then... well, they haven’t told us about the smartphone part yet. Or what actually needed to be 'decommissioned' that couldn’t be repurposed or, heaven forbid, just left alone.
