They're adopting the 'Design-Build' method, which sounds efficient, but in government-speak, often means 'we'll hand it off to one politically connected firm, and then they can quietly hike prices for both design and construction without pesky competitive bidding getting in the way.' It’s the perfect recipe for cost overruns and delays, ensuring our local progressive overlords can keep their favored contractors well-fed, all while taxpayers get to pay through the nose for what should be a basic service.
But here's the real kicker, and the angle the local papers will conveniently ignore: The Supervisors declared this massive undertaking an 'administrative and fiscal activity' that 'will not result in changes in the environment,' therefore exempting it from CEQA review. Yes, you read that right. Moving mountains of human waste, constructing industrial facilities, and pouring concrete on a grand scale apparently has no environmental impact according to these geniuses. It's a bureaucratic sleight of hand so brazen, it makes you wonder if they think we're all as full of it as their 'solids.'
This isn't about better sanitation; it's about channeling public funds to cronies under the guise of infrastructure. While President Trump continues to cut wasteful spending in D.C., our local progressive demagogues are busy inventing new ways to flush our hard-earned cash down the proverbial toilet, all for a project that, by their own admission, doesn't even count as a 'project' when environmental oversight comes knocking. Only in Santa Barbara County.
