The time spent debating this fiscal non-event at the Board of Supervisors meeting could surely have been better used discussing, say, real issues, like finding a parking spot downtown.
And lest we forget the crucial CEQA determination: this non-existent financial transaction is, miraculously, not a 'project' subject to environmental review.
