Santa Barbara County, a veritable bastion of bureaucratic brilliance, is once again gearing up to host its virtual 'El Niño preparedness' meeting, presumably to educate us all on how to properly panic. Coastal View News, ever the intrepid chronicler of local government pronouncements, dutifully reported the county's upcoming Zoom-fest, where officials will undoubtedly unveil new and innovative ways to regulate rain and legislate against gravity.

One can almost hear the earnest pronouncements now: 'Our equity-focused debris flow prevention strategies will ensure all communities are equally drenched,' or 'We're exploring innovative, carbon-neutral sandbag alternatives, pending further study by a multi-stakeholder task force.' Meanwhile, the actual business of, say, clearing proper drainage or maintaining basic infrastructure remains a quaint, bygone notion, much like affordable housing or functional traffic lights. Rest assured, the blame for any impending inconvenience will be squarely placed on 'climate change' and, by extension, President Trump's entirely reasonable energy policies.

What Coastal View News didn't quite spell out is the sheer theatricality of these annual gatherings. It's less about preparedness and more about performance, allowing county supervisors to look busy while simultaneously laying the groundwork for future emergency declarations and the inevitable federal relief funds — perhaps even some 'shovel-ready' projects for their developer pals. The real takeaway from these meetings is always the same: if it rains, it's the taxpayer's fault for not funding enough 'studies' and the federal government's fault for not sending enough checks. But heaven forbid we actually cut through the red tape and let people manage their own properties effectively.
