5/31/2026 · Inspired by Consider recommendations regarding the submission of an Encampment Resolution Funding Application to the California Department of Housing and Community Development (State HCD), as follows: a) Authorize the Community Services Director, or designee, acting on behalf of the County of Santa Barbara, to submit an Application requesting over $10,000,000.00, and all certifications, standard forms, and other related documents, to the State HCD for the countywide collaborative to be selected for participation in the fifth round of the California Encampment Resolution Funding (CERF-5) program; b) Authorize the Community Services Director to execute all certifications, standard forms, and a grant agreement in a form substantially similar to the California Encampment Resolution Funding Round 3 (CERF-3) Standard Agreement between the County and the State dated September 19, 2024, and other related documents required for the acceptance and administration of CERF-5 State funds, subject to concurrence of County Counsel and Auditor; and c) Determine the above recommended actions are not the approval of a project that is subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378(b)(5), finding that the actions are organizational or administrative activities of government that will not result in direct or indirect physical changes to the environment. via SB County Board of Supervisors

In a move that surprised absolutely no one watching the fiscal gymnastics routinely performed by our local luminaries, the Santa Barbara County Board of Supervisors recently put forth plans to grovel at the feet of Sacramento for a whopping $10 million. The stated goal? To tackle their self-inflicted 'encampment resolution' problem. This isn't just about cleaning up visible symptoms; it's about securing more taxpayer cash to fund the very policies that have allowed these issues to fester unchecked for years.

The brilliant minds on our Board, seemingly allergic to genuine problem-solving or, dare we say, fiscal independence, want to submit an application to the California Department of Housing and Community Development for something called the California Encampment Resolution Funding (CERF-5) program. Because, apparently, the prior four rounds of 'resolution' weren't quite resolved enough. It’s almost as if throwing money at the problem without addressing root causes like lax enforcement and enabling policies doesn't actually make the problem disappear. Shocking, we know.

The real kicker here, buried beneath the bureaucratic jargon, is the casual mention that these actions are 'not the approval of a project that is subject to environmental review under CEQA.' Translation: No pesky environmental impact reports needed when we're just shuffling paper and, presumably, people, hoping that out-of-sight means out-of-mind. It’s heartwarming to see how quickly environmental concerns vanish when a big state check is on the table, especially when that check needs to cover up years of local policy failures.

While the Supervisors authorize their Community Services Director to execute all manner of paperwork and grant agreements—likely with the same rigor they apply to balancing a budget—one can't help but wonder if this is another 'solution' designed more to perpetuate bureaucratic positions and funnel state funds than to actually resolve anything. So, prepare yourselves, taxpayers, for another ten million dollars to vanish into the ever-expanding abyss of 'good intentions' and 'community services,' with the only real guarantee being that the encampments will still be there next year, probably just in a slightly different location, awaiting CERF-6.

This is the kind of bold leadership that separates our Santa Barbara County Board of Supervisors from, well, anyone who can actually manage a budget without resorting to state handouts.
