And let's not forget the cherry on top: the Board determined these actions don't constitute a 'Project' under the California Environmental Quality Act (CEQA). Apparently, bringing untold numbers of 'clinical students' into the county's orbit has no 'potentially significant physical impact on the environment.' Good to know that while you might need an environmental impact report to change your mailbox, the county can run a five-year intern program without a peep from the CEQA gods. This kind of bureaucratic sleight of hand is truly impressive.
So, while the average taxpayer grapples with rising costs and shrinking services, the Board of Supervisors is busy fine-tuning its ability to bring in cheap labor under the guise of 'student support.' One has to wonder if these 'agreements' offer anything beyond a cheap pat on the back for the youngsters and more power for the health director. Rest assured, your elected officials are diligently working to ensure the perpetual motion machine of county government continues, fueled by your hard-earned dollars and a healthy dose of administrative double-speak.
