Your 'elected' officials just green-lit a multi-million-dollar no-bid pharma deal, proving Santa Barbara values 'exclusive agreements' over your hard-earned tax dollars.

6/18/2026 · Inspired by Consider recommendations regarding the 340B Contract Pharmacy Network Program Pharmaceutical Bid Waiver Requests, as follows: a) Approve and authorize the County’s Purchasing Agent pursuant to County Code section 2-39 to procure pharmaceuticals for the 340B Contract Pharmacy Network Program and the 340B Sexually Transmitted Diseases (STD) Entity Program from AmerisourceBergen Drug Company (not a local vendor) without requiring competitive bidding since Contract Pharmacies and Amerisource Bergen Drug Company maintain exclusivity Agreements, and to ensure 340B Program compliance for an amount up to $3,320,000.00 in Fiscal Year (FY) 2026-2027 and $3,652,000.00 in FY 2027-2028, aggregated not to exceed $6,972,000.00 for the period July 1, 2026 through June 30, 2028; b) Approve and authorize the Director of the County Health Department, or designee, to execute or terminate Agreements, or make amendments to such Agreements, with local 340B Contract Pharmacies to ensure sustainability of the program and access for patients throughout Santa Barbara County, without returning to the Board provided that any such revisions are within the scope of approved purchasing authorizations, including applicable waivers of competition for the period of July 1, 2026 through June 30, 2028; and c) Determine that the recommended actions do not constitute a “Project” within the meaning of the California Environmental Quality Act (CEQA), and are exempt pursuant to Section 15378(b)(4) of the CEQA Guidelines, since the recommended actions are the creation of government funding mechanisms or other government fiscal activities that do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. via SB County Board of Supervisors

Well, isn't this special? The Santa Barbara County Board of Supervisors, in their infinite wisdom and apparent disdain for competitive pricing, just rubber-stamped a tidy $7 million no-bid deal for pharmaceuticals. The Whipping Post noticed this little gem buried in their 'Administrative Item' section, where they decided that AmerisourceBergen Drug Company is just *so* exclusive, it'd be rude to ask anyone else for a quote. Apparently, "ensuring 340B Program compliance" means tossing taxpayer cash at middlemen without so much as a polite 'may I?'.

This is par for the course for our local Leviathan. While you clip coupons and fret over gas prices, your supervisors are happily waiving competitive bidding requirements because, get this, AmerisourceBergen has 'exclusive agreements.' So, instead of finding the best deal for sick residents, they're protecting corporate monopolies. And who benefits? Certainly not the taxpayer footing the bill, nor the 'local vendors' who never even got a chance to submit a bid. It's a classic case of public funds funneling into private pockets, with the excuse of vague 'program sustainability' and 'access for patients' – translated: 'more power for us, less oversight for you.'

And just to add insult to injury, they declared this multi-million dollar pharmaceutical bonanza isn't a "Project" under CEQA. Of course it isn't! Spending millions of your dollars on drugs with no competitive bid is merely a "government funding mechanism," not something that could possibly have a "significant physical impact on the environment." Because, naturally, the sheer volume of cash being lit on fire through non-competitive contracts has no environmental footprint whatsoever. It's truly breathtaking how bureaucratic doublespeak can transform an accountability nightmare into an environmental non-event. Our hat's off to the Supervisors for yet another masterclass in fiscal irresponsibility masquerading as public service.
