Your 'elected' officials at the Santa Barbara County Board of Supervisors have discovered new and inventive ways to pick your pockets, all for 'community facilities' that cost more than promised.

7/3/2026 · Inspired by HEARING - Consider recommendations regarding Fiscal Year (FY) 2026-2027 Orcutt and Providence Landing Community Facilities Districts Special Tax Levy; Fourth District, as follows: (EST. TIME: 10 MIN.) a) Adopt a Resolution levying special taxes within the County of Santa Barbara Community Facilities District No. 2002-1 (Orcutt Community Plan); b) Adopt a Resolution levying special taxes within the County of Santa Barbara Community Facilities District No. 2004-1 (Providence Landing); c) Certify the list of all parcels within the County of Santa Barbara Community Facilities District No. 2002-1 (Orcutt Community Plan) subject to the Special Tax Levy including the amount of the tax to be levied on each parcel for FY 2026-2027 and direct the Clerk of the Board or other designated official to file with the County Auditor the certified list; d) Certify the list of all parcels within the County of Santa Barbara Community Facilities District No. 2004-1 (Providence Landing) subject to the Special Tax Levy including the amount of the tax to be levied on each parcel for FY 2026-2027 and direct the Clerk of the Board or other designated official to file with the County Auditor the certified list; and e) Determine that the above recommended actions are not a project under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline Sections 15378(b)(4) and 15378(b)(5) because the actions consist of organizational or administrative actions that will have no direct physical impact on the environment and the creation of government funding mechanisms or other government fiscal activities which do not involve any commitment to any specific project. It came with all the fanfare of a late-night infomercial for a guaranteed hair restorer, but far less transparency. The Santa Barbara County Board of Supervisors, in their infinite wisdom and a mere ten-minute 'hearing,' rubber-stamped yet another round of 'special taxes' for the long-suffering residents of Orcutt and Providence Landing. While the agenda item from the county's own 'Agenda Ready' system reads like an instruction manual for an IKEA bookshelf, the reality for taxpayers is simpler: more money out of your wallet, fewer questions answered.

Indeed, under the guise of bureaucratic jargon and committee recommendations, the supervisors voted to solidify the FY 2026-2027 Orcutt Community Plan and Providence Landing Community Facilities Districts Special Tax Levies. For those keeping score, this means the 'special' taxes aren't so special anymore, they're just... taxes. And what exactly are these 'community facilities' that keep requiring more and more of your hard-earned cash? Don't ask too many questions; the county's crack accountants assure us it's all vital, even if the promises of improved infrastructure never quite live up to the billing.

And for the cherry on top of this tax-and-spend sundae? The board declared that these actions are 'not a project under the California Environmental Quality Act (CEQA).' That's right, folks. Levying more taxes on your property, year after year, with nary a sniff of accountability or real impact assessment, is apparently just 'organizational' and 'fiscal activity.' It has no 'direct physical impact on the environment,' unless you count the environmental impact on your bank account balance, which, naturally, they don't.

This is the classic shell game: create a 'special' district, promise shiny new amenities, then quietly hike the fees forever while claiming it's just administrative upkeep. Meanwhile, the residents are left holding the bill for projects that seem to perpetually require more funding than initially projected. The only thing truly 'special' about these taxes is how effortlessly the county manages to extract them, all while proclaiming their undying love for the 'community' they're steadily nickel-and-diming.
