CIVIL GRAND JURY: WHERE GOOD INTENTIONS GO TO DIE (AND GET A PER DIEM)
Santa Barbara County's latest civilian oversight panel gears up for a year of 'investigations' destined to be ignored by the very bureaucrats they scrutinize.

Well, sharpen your pencils and don your most earnest expressions, folks! The Santa Maria Times breathlessly reported on Santa Barbara County's new Civil Grand Jury, set to be installed with all the pomp and circumstance usually reserved for a dogcatcher's retirement luncheon. On July 1st, a fresh batch of civic-minded citizens will bravely venture into the labyrinthine world of county government oversight, armed with naught but a subpoena pad and a prayer.
We here at The Whipping Post salute their optimism, even if we’re already stocking up on 'I Told You So' banners. For decades, these grand juries have been the county's theatrical equivalent of King Canute ordering the tide to recede. They investigate, they report, they recommend – and the county, bless its bureaucratic heart, promptly files those recommendations right next to last year's unfunded pension liabilities. It’s a quaint tradition, really, like a small child drawing a masterpiece only for the adults to nod sagely and then stick it on the fridge until it’s forgotten under a utility bill.
One can almost hear the collective gears grinding as these new jurors, still bright-eyed and bushy-tailed, encounter their first county expenditure request for, say, a 'diversity, equity, and inclusion' consultant earning more than a dozen local firemen. Will they connect the dots between the campaign contributions funding the Supervisors who rubber-stamp these contracts and the lack of potholes being filled on Main Street? Will they dare question why 'affordable housing' projects consistently line the pockets of well-connected developers while delivering nothing but more traffic?
The smart money, of course, is on 'no.' The true power in Santa Barbara County isn't wielded by these well-meaning volunteers, but by the entrenched interests, the development lobbies, and the ever-expanding bloat of government itself. The Civil Grand Jury is a fine diversion, a public relations pat on the head, allowing the Supervisors to point to 'oversight' while continuing the same old song and dance. We wish them luck, truly, in tilting at those windmills. Just don't hold your breath for any actual change.
