That's right, installing a few metal benches and a Plexiglas shelter is a matter of such negligible environmental impact that the entire bureaucratic process can bypass the very regulations designed to protect our pristine environment from... *checks notes*... transit furniture. It’s almost as if the CEQA process itself is designed to be an arbitrary hurdle, easily jumped over when it suits the supervisors to spend a hundred grand on a glorified bus stop.
