Because nothing says 'vibrant economy' like another layer of publicly-funded, acronym-laden oversight, especially when it involves the Employment Development Department and Santa Barbara City College. It's a self-perpetuating cycle of 'experts' advising on problems created by other 'experts,' all funded by the folks who actually work for a living.

This isn't about fostering growth; it's about maintaining a comfortable ecosystem for the perpetually employed public sector and its associated institutions. While the private sector struggles under the weight of taxes and regulation, these boards expand, ensuring that the 'workforce' they develop is perfectly suited to fill out forms and attend meetings. Don't worry, though; the Supervisors assure us this is merely an 'organizational or administrative activity.' Just keep paying your taxes, and they'll keep organizing.
