The Santa Barbara County Board of Supervisors, bless their well-meaning, budget-busting hearts, recently green-lit another half-million dollars for a 'Glassy-Winged Sharpshooter Control Program.' Apparently, these winged menace, notorious for infecting grapevines, are such a threat to our local viticulture that they warrant nearly $500,000 of your hard-earned money to be shipped off to the California Department of Food and Agriculture. One wonders if they've tried a fly swatter or, dare we say, allowing actual farmers to manage their own land.

This isn't about saving Chardonnay; it's about channeling taxpayer cash to Sacramento's ever-hungry bureaucracy. The sheer elegance of this fiscal maneuver is almost admirable: label it 'pest control,' declare it exempt from CEQA because it's 'government funding mechanisms and/or fiscal activities,' and poof! Another half-million disappears into the state's bottomless pit, leaving local taxpayers to foot the bill while the Board pats itself on the back for 'environmental stewardship.' We’ve yet to see a single glassy-winged sharpshooter arrested, let alone deported, for its crimes against agriculture.

What story are *they* missing? Simple: this isn't about bugs; it's about the ever-expanding reach of state control and the county's eagerness to act as a funnel for taxpayer dollars directly into the hands of the very state agencies that impose ever-more burdensome regulations on our local economy. While the vineyards struggle under the weight of green mandates, a half-million dollars vanishes into the ether for a 'program' that mostly seems to benefit the pen-pushers in Sacramento. If only the state were as efficient at controlling soaring gas prices or illegal immigration as they are at vacuuming up local funds for dubious insect initiatives. Perhaps they should rename it the 'Sacramento Bureaucracy Enrichment Program.'
